In 2008, the Republic of Congo implemented a new regulation that made all shipments to the Republic of Congo obliged to have an ECTN certificate. And not having this certificate will lead to severe consequences as well as enormous amounts of fines. What are the required documents?
Bill of Lading: A draft copy can be used initially, but the final version is necessary for validation.
Commercial Invoice: This should detail the goods being shipped, including their value and currency (USD or EUR).
Freight Invoice: Required if the freight charges are not specified in the commercial invoice, and it should be in the same currency.
Export Customs Declaration: As of February 1, 2024, this document is mandatory for all ECTN applications.
GUOT Document: Specifically, the TI (Transport d’Importation) document provided by the importer in the Republic of Congo.
Consignee’s Contact Information: Including phone number and email address.
Estimated Time of Shipment (ETS) and Estimated Time of Arrival (ETA): Details about the shipment schedule.
Harmonized System (HS) Code: The international nomenclature for the classification of products.

What consequences can you face if you don’t have it?
You must validate the ECTN before the 5th day after the departure at the latest. But it is suggested to validate the certificate before the vessel departs. If it is not validated it in the given time, the cost of the certificate will be 50% higher. If the ship arrives without a certificate, you will face a fine, equivalent to the value of the certificate plus the regulation charges determined by the authorities. And on top of that, your shipment will not have an entry clearance.

The Benin Customs Officials applied a new regulation, which made all the sea cargo shipped to Benin’s Cotonou port, obliged to have a BESC certificate. Although you might be using Benin only as a sea transit, it is still mandatory for you to have a BESC. Click here to find out more on transit shipments. The BESC is an obligation for the Port of Cotonou as well as all the other ports in Benin.
The regulation got implemented in 2006. Despite being a 14-year-old regulation, some exporters are still unaware of this, and they get enormous amounts of penalties and suffer from severe consequences for not having the certificate.
